Yes, I suppose the concept of a one-player game is not, by itself, as novel as it was in 1976. And... that's pretty much what Breakout has to bring to the table: Pong, except you can play it by yourself.
Taito did a pretty good job of building on that, though. Add some power-ups, some wonderfully lonely sound effects, and some sterile visuals, and you've got something special.
